Faith Lutheran Church, Hutchinson, Minnesota
The Plenary Session was called to order by the Honorable G. Barry Anderson.
Members of the Augustana Constitution and Bylaw Committee were recognized: G. Barry Anderson, Julie Smith, Mark Richardson, Steve Bliss, Jean Hanson and Julie Ashbaugh.
Barry noted that Augustana is a district of Lutheran Congregations in Mission for Christ (LCMC). Augustana shares characteristics that are consistent with other districts and the association itself. Augustana is very congregational in its focus. Large parts of the Constitution and Bylaws essentially come from the LCMC founding documents.
The documents reflect these common principals:
- All of our voting members of this district are members of LCMC.
- We are focused on congregational membership.
- We are an “easy in/easy out” denomination.
- Constitution and ministry standards must be affirmatively approved by the congregational members.
- Bylaws - congregations have the right to reject a rule the National Assembly wants to adopt.
- All congregations and pastors who serve congregations of this district must subscribe to the Statement of Faith of LCMC as set out in the LCMC Constitution.
- Much of the work of congregations as they come together occurs within districts.
A motion was made and seconded for Barry to serve as the convention chair. After discussion, vote was taken and motion passed unanimously.
A motion was made and seconded for Jackie Backen to serve as the convention secretary. After discussion, vote was taken and motion passed unanimously.
The Credentials Report was given – 141 people were registered at the meeting representing 35 congregations with a majority being 50% plus 1. Motion made and seconded to approve the Credentials Report reflecting voting strength. Discussion held, vote taken and motion passed unanimously.
Rules and procedures were reviewed. Motion made and seconded to adopt Roberts Rules to the extent not in conflict of those previously adopted. Discussion held, vote taken and motion passed unanimously.
Barry noted that the Constitution is largely drawn from the Lutheran Congregations in Mission for Christ Constitution.
Since we have a Constituted Committee of this organization, the Constitution/Bylaw Committee, we will treat this document as having already been moved.
Constitution [top]
Motion made and seconded to adopt Article 1 of the proposed Constitution. After discussion, vote was taken and passed unanimously.
Motion made and seconded to adopt Article 2 of the proposed Constitution. After discussion, vote was taken and passed unanimously.
Motion made and seconded to adopt Article 3 of the proposed Constitution. After discussion, vote was taken and passed unanimously.
Motion made and seconded to adopt Article 4 of the proposed Constitution. After discussion, a motion was made and seconded to amend the first sentence in 4.01 to read: “Augustana is an association of congregations belonging to Lutheran Congregations in Mission for Christ.” After discussion, vote was taken and passed unanimously to amend first sentence in 4.01. After discussion, vote was taken and passed unanimously to adopt amended Article 4.
Motion made and seconded to adopt Article 5 of the proposed Constitution. After discussion, vote was taken and passed unanimously.
Motion made and seconded to adopt Article 6 of the proposed Constitution. After discussion, vote was taken and passed unanimously.
Bylaws [top]
Motion made and seconded to adopt Articles 1.01 and 1.02 of the proposed Bylaws. After discussion, vote was taken and passed unanimously.
Motion made and seconded to adopt Articles 1.03 of the proposed Bylaws. After discussion, vote was taken and passed unanimously.
Motion made and seconded to adopt Articles 1.04 and 1.05 of the proposed Bylaws. After discussion, vote was taken and passed unanimously.
Motion made and seconded to adopt Articles 2.01, 2.02, and 2.03 of the proposed Bylaws. After discussion, vote was taken and passed unanimously.
Motion made and seconded to adopt Articles 3.01 and 3.02 of the proposed Bylaws. After discussion, vote was taken and passed unanimously.
Motion made and seconded to amend the fourth sentence in Article 4.01b of the proposed Bylaws to read: “The Board of Theology and Ministry shall sponsor an annual theological conference that District clergy are required to attend and to which congregations are encouraged to send lay participants as well.” Discussion held, vote was taken to amend as read and passed.
Motion made and seconded to amend Article 4.01b of the proposed Bylaws by deleting the following sentence: “The Board of Theology and Ministry shall be composed of five members.” Discussion held, vote was taken to amend as read and passed unanimously.
Motion made and seconded to adopt Article 4.01 of the proposed Bylaws as amended. Discussion held, vote was taken to adopt as amended and passed unanimously.
Motion made and seconded to adopt Article 4.02 of the proposed Bylaws. After discussion, vote was taken and passed unanimously.
Motion made and seconded to amend Article 4.03 of the proposed Bylaws by deleting the phrase “at least once every other year” at the end of the second sentence. Discussion held, vote was taken to amend as read and passed unanimously.
Motion made and second to adopt Article 4.03 of the proposed Bylaws as amended. Discussion held, vote was taken to adopt as amended and passed unanimously.
Motion made and seconded to amend Article 5.02 of the proposed Bylaws by adding the following sentence after the first sentence “Members shall serve a maximum of two three-year terms.” Discussion held, vote was taken to amend as read and passed unanimously.
Motion made and seconded to adopt amended Article 5 of the proposed Bylaws. Discussion held, vote was taken and passed unanimously.
Motion made and seconded to adopt Article 6 of the proposed Bylaws. Discussion held, vote was taken and passed unanimously.
Motion made and seconded to adopt Article 7 of the proposed Bylaws. Discussion held, vote was taken and passed unanimously.
Nominations and Elections for the Boards [top]
Motion made and seconded to adopt a resolution for a seven-member Augustana District Council. Discussion held, vote was taken and passed unanimously.
Nominations opened for the Augustana District Council. The following individuals were nominated and seconded to serve on the Augustana District Council:

Motion made and seconded to close nominations. Discussion held, vote was taken and passed unanimously to close nominations.
Motion made and seconded to cast unanimous ballot for the slate of seven members. Discussion held, vote was taken and passed unanimously to cast unanimous ballot for the District Council.
Motion made and seconded to adopt a resolution for a six-member Augustana Board of Theology. Discussion held, vote was taken and passed unanimously.
Nominations opened for the Augustana Board of Theology. The following individuals were nominated and seconded to serve on the Augustana Board of Theology:

Motion made and seconded to close nominations. Discussion held, vote was taken and passed unanimously to close nominations.
Motion made and seconded to cast unanimous ballot for the slate of six members. Discussion held, vote was taken and passed unanimously to cast unanimous ballot for the Augustana District Board of Theology.
Motion made by congregational representative from St. Johns in Howard Lake and seconded by a congregational representative from Faith Lutheran Church of Hutchinson to ratify all actions taken today at this convention. Discussion held, vote was taken and passed unanimously.
Members in attendance were invited to sign the Augusta District Charter of Lutheran Congregations in Mission for Christ which reads:
We, the undersigned churches and individuals, band together in Christian Faith to Charter the Augustana District of LCMC. Called, gathered, enlightened, and sanctified by the Holy Spirit who creates and sustains the Church through the Word of God and the Holy Sacraments of our Lord Jesus Christ, We claim the Faith of our Heritage, clinging to Christ and His Cross for Life and Salvation as proclaimed in the Holy Scriptures and through the Confessions of the Lutheran Church, and subscribe to the Augustana District’s Statement of Faith, Constitution and Bylaws.
